The fact that a particular policy might disproportionately affect one particular demographic is not in itself proof that the policy is unjust or targeting that group.
A policy against bicycle theft might disproportionately affect a group that disproprortionately steals bicycles. That is not a policy that targets that group. That is a group presenting a problem to society that the policy addresses in an egalitarian manner.
A policy targets a group only when it explicitly makes membership of that group a condition for applying it, for example: affirmative action policies imposing hiring biases in favor of negros.
