I agree with Dr. Hill with respect to the way in which the words "experimental" and "leaked" have been used as a "slight of hand" by the perps. The word "experimental" was used by the resistance initially as a justification for not submitting, which was very reasonable, given that the damage likely to ensue was only theoretical then. Later it became actual. The word "leaked" was a way of subliminally suggesting that it was an accident. The word "release" would have been more appropriate since it does not indicate whether it was by accident or intentionally, that is, whether it was done for nefarious purposes or not. "Intent" is a concept that is not determinable through a consideration of the actual (authentic) scientific evidence alone. It is a legal/moral and theological concept that must be sorted out using those disciplines/modes of thinking. Whether the alleged "release" was accidental or intentional, it was the "means" by which what followed was accomplished. The relevant/applicable evidence establishes beyond reasonable doubt (with extremely high probability) that the intent was/is malevolent not benign. Therefore, what occured to date was/is not an accidental release or a subsequent experiment gone bad.
Consider that serial killers and human traffickers use their victims and/or keep their victims hostage for sometime for their use. They are used before death comes about.
I don't believe this has to be an either-or situation, but a mix of all of the above.
Remember during the 2020 Presidential debates when Trump said the military would be distributing the "vaccines?" It seemed so odd and out of place. The authorities didn't otherwise prepare the public for this revelation and the how and why was never explained. I don't think I heard anything else about the military "distributing" the vaccine after that.
I guess this was an admission the DoD was procuring the "vaccines," using Trump to make it seem like bombastic talk. Also, Trump's debate performances were overly aggressive and hard to listen to so many people dismissed anything he said.

If there was a virus then it will mutate over time.
