I removed the paywall from an article describing seven features a vaccine program could have in a bioweapon operation:

• Three to evolve more lethal variants of a virus over time; and

• Four to harm some people more than others.

After designing such a program, bioweaponeers need influencers to coerce vaccination, some who should call viciously for people to be starved or shut out of schools, transportation, and hospitals for not taking the jab.
